Code of Public Local Laws of Maryland), title "Harford County,"
subtitle "Roads and Public Works," to follow immediately after
Section 441 (e) thereof, as said section and subtitle were enacted
by Chapter 870 of the Acts of 1963; to repeal and re-enact, with
amendments, Section 442 (a) thereof; and to add a new Section
443A thereto, to follow immediately after Section 443 thereof,
amending the laws concerning roads and public works in Harford
County in order to establish a revolving fund for the general
purposes thereof, to permit benefit assessments on properties
benefited by certain construction and improvements, to provide
generally for the powers and procedures concerning the con-
struction, repair, and reconstruction of sidewalks and relating
generally to certain roads and other public works in Harford
County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 441 (f) be and it is hereby added to the Code of
Public Local Laws of Harford County (1957 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," subtitle "Roads and Public Works," to follow immediately
after Section 441 (e) thereof, as said section and subtitle were enacted
by Chapter 870 of the Acts of 1963; that Section 442 (a) thereof be
and it is hereby repealed and re-enacted, with amendments; that new
Section 443A be and it is hereby added thereto, to follow immediately
after Section 443 thereof, and all to read as follows:

441.

(f) The Commissioners by one or more appropriations may provide
from the general funds of the county a sum not in excess of one
hundred thousand dollars ($100,000.), to be used as a revolving fund
for any of the purposes of this subtitle for which benefit assessments,
special tax levies, service charges, or other revenues are available.
From time to time the Commissioners may apply and use a portion of
the revolving fund for the construction or improvement work or
project authorized, at the same time imposing the benefit tax assess-
ment, special tax levy, service charge, or other revenue payment
authorized elsewhere in this subtitle. At the same time the Commis-
sioners shall impose an annual interest charge of four per centum
(4%) on the unpaid balance of the benefit assessment, special tax
levy, service charge, or other revenue payment. The monies paid to
the Commissioners from time to time for any such benefit assessment,
special tax levy, service charge, or other revenue payment, together
with the interest payments on the unpaid balances thereof, shall be
paid into the revolving fund, where it may be re-used for the same
purposes and under the same procedures. The provisions of this sub-
section do not apply to or affect any expenditures or projects under
this subtitle which are not made from or do not concern the revolving
fund.

442.

(a) The County Commissioners of Harford County may construct
and improve roads and drainage incident to said construction or im-
provement on or along private roads, after the approval of a petition
of the majority of the property owners whose property abuts on the
road to be constructed or improved requesting that said roads be
