(r) No act, ordinance or resolution shall be adopted by the county
commissioners, under the powers conferred by this section, until
ten days after a copy of such proposal has been advertised, in one
or more newspapers of general circulation published in the county,
at least once a week for three weeks with a date therein specified,
giving an opportunity for hearing any protests or obligations thereto
[.]; provided that this subsection shall not apply to any administra-
tive act or resolution adopted by the County Commissioners of Har-
ford County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal Section 461 of the Code of Public Local Laws of
Harford County (1957 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County," subtitle
"Stock Car Races," as added by Chapter 457 of the Acts of 1953,
to repeal obsolete laws dealing with licensing of stock car races
in Harford County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 461 of the Code of Public Local Laws of Harford County
(1957 Edition, being Article 13 of the Code of Public Local Laws of
Maryland), title "Harford County," subtitle "Stock Car Races," as
added by Chapter 457 of the Acts of 1953, be and it is hereby repealed.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

AN ACT to repeal and re-enact, with amendments, Section 19 (1) of
Article 52 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Justices of the Peace," subtitle "Criminal Juris-
diction," to provide that magistrates of the People's Court of
Harford County can suspend sentences and grant probation.
