and feasibility of establishing an additional branch of the Uni-
versity of Maryland School of Medicine to be domiciled at the
campus in College Park and to be associated with the Prince
George's General Hospital.
Whereas, The population explosion being experienced by the area
in Maryland surrounding the District of Columbia has placed an
almost insurmountable burden on the hospital facilities located
therein; and
Whereas, The dire need to expand the hospital facilities and the
attendant beds and services available to the citizens of Maryland
in the Washington suburbs has been made apparent by a number
of private and public surveys; and
Whereas, One of the most significant bars to the expansion of
needed hospital facilities and services is the critical lack of resident
physicians, internists INTERNS and other professional and technical
staff members; and
Whereas, The primary source of professional and technical per-
sonnel is the affiliated medical school of the college and university;
and
Whereas, There is a need to expand the excellent Medical School
of the University of Maryland; and
Whereas, Many medical professionals, educators, organizations
and private citizens feel there is a need for a second site for the
University Medical School; and
Whereas, The campus located at College Park in Prince George's
County would seem a logical choice for such additional location; and
Whereas, The Prince George's General Hospital is currently un-
dertaking a seven million dollar plant expansion and improvement
program; and
Whereas, A satisfactory agreement could be negotiated between
the University Medical School and the Prince George's County
General Hospital which would be in the best interest of both; and
Whereas, The expansion of the University Medical School and the
adequate staffing of the Prince George's General Hospital is a matter
of deep concern to the citizenry and is a fundamental factor in the
health, welfare and well-being of both the State and County and their
citizens; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland THE ADVISORY COUNCIL ON HIGHER EDU-
CATION is hereby requested to appoint a commission to undertake
a study and review of the advisability and feasibility of establishing
a second location for the University of Maryland School of Medicine,
the scope of which shall include but not be limited to:
(a) a study and review of the need for a second site for the
University Medical School
(b) a study and review of the advisability of locating a branch
of the Medical School on the main campus at College Park
