CHAPTER 911
(House Bill 1124)

AN ACT to add new Section 9B to the Code of Public Local Laws
of Howard County (1957 Edition, being Article 14 of the Code
of Public Local Laws of Maryland), title "Howard County," sub-
title "Building Regulations," to follow immediately after Section
9A thereof, as added by Chapter 508 of the Acts of 1959; to re-
quire that test borings in Howard County or holes, ditches and
wells therein be covered and further requiring that upon com-
pletion of the job that said openings be back-filled or covered with
permanent coverings, and providing a penalty for any violation
of said provisions.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9B be and it is hereby added to the Code of Public
Local Laws of Howard County (1957 Edition, being Article 14 of the
Code of Public Local Laws of Maryland), title "Howard County,"
subtitle "Building Regulations," to follow immediately after Section
9A thereof, as added by Chapter 508 of the Acts of 1959, and to
read as follows:

9B.

All test borings, ditches or wells of any kind dug into the ground
for construction jobs and other building projects or for any pur-
pose in Howard County leaving holes or precipitous trenches in the
ground of a dangerous nature, holes three feet deep or more in which
a child or animal may become entrapped or which are dangerous
because of their concealed nature not including cellar type excava-
tions, man-made ponds or the like which can be readily observed,
entered or vacated without assistance, shall be covered when not in
attendance or their existence shall be identified by a barricade of
some sort, and upon completion of the construction or building
project said borings shall be back-filled or covered with permanent
type coverings. Any violation of the provisions of this section shall
be a misdemeanor punishable by a fine not to exceed $250.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 912
(House Bill 167)

AN ACT to add new Section 482A to Article 48A of the Annotated
Code of Maryland (1964 Replacement Volume and 1964 Supple-
ment), title "Insurance Code," subtitle "28. Casualty Insurance,"
to follow immediately after Section 482 thereof creating the motor
vehicle liability security fund to provide for payment of unpaid
claims by injured persons and policyholders under insurance poli-
cies issued by companies becoming insolvent or unable to pay
