Maryland (1964 Supplement), title "Public Education," subtitle
"Chapter 34. Planned Apprenticeship Program Under Minimum
Standards," be and they are hereby repealed, and that new Sections
50 to 57 be and they are hereby added to Article 89 of the Annotated
Code of Maryland (1964 Replacement Volume), title "Department
of Labor and Industry," to follow immediately after Section 49 there-
of, and to be under the new subtitle "Planned Apprenticeship
Standards and On-the-job Training Activities," and to read as
follows:

50.

The intent, purposes and objectives of this Section are to:

(1)  Encourage the development of an apprenticeship and training
system through the voluntary cooperation of management and labor
and interested State agencies and in cooperation with other states
and the Federal Government;

(2)  Provide for the establishment and furtherance of standards
of apprenticeship and training to safeguard the welfare of apprentices
and trainees;

(3)  Contribute to a healthy economy by aiding in the development
and maintenance of a skilled labor force sufficient in numbers and
quality to meet the expanding needs of Maryland industry and to
attract new industry;

(4) Open to young people the opportunity to obtain training in
skilled trades and other on-the-job occupations which will equip
them for profitable employment and citizenship;

(5)  Establish an Apprenticeship and Training Council and au-
thorize the appointment of a Director;

(6)  Set up a program of planned apprenticeship under registered
agreements, meeting standards established by the Bureau of Ap-
prenticeship and Training, U. S. Department of Labor;

(7)  Promote employment opportunities for young people under
conditions providing adequate training and reasonable earnings;

(8)  Provide for periodic reports to the Governor, the Legislature
and the public regarding the status of apprenticeship training in
this State.

51.

The Apprenticeship and Training Council, hereby created, shall
consist of six
SEVEN regular members and two ex officio members,
ALL OF WHOM SHALL BE APPOINTED BY THE GOVERNOR
OF MARYLAND WITH THE ADVICE AND CONSENT OF THE
SENATE OF MARYLAND. Three TWO of the regular members
shall be representatives of employee organizations; and three
TWO
shall be representatives of employers; AND THREE SHALL REP-
RESENT THE PUBLIC AT LARGE. The Commissioner of Labor
and the State Director of Vocational Education shall serve ex officio.
The State Supervisor of the Bureau of Apprenticeship and Training,
U. S. Department of Labor, shall serve as consultant to the Council,
without vote.
