all property subject to taxation within Dorchester County sufficient
to pay the annual interest on said bonds from time to time outstand-
ing and to redeem the same as they become due, until all of said
bonds shall mature and be redeemed. The taxes so levied shall be
collected in the same manner as other taxes are levied and collected
in said county.
Sec. 4. And be it further enacted, That out of the actual cash pro-
ceeds from the sale of any of said bonds shall be paid first the cost
of printing and other outlays and expenses and charges connected
with the issue of the same, and the entire balance of said actual
cash proceeds, together with any interest that may be received on
the same, shall be retained by the County Treasurer of Dorchester
County until needed for the purposes hereinbefore set forth, pro-
vided that any accrued interest received from the sale of said bonds
shall be applied to the first maturing interest thereon.
Sec. 5. And be it further enacted, That this Act shall be deemed
to provide an additional and alternative method for the doing of the
things authorized and shall be regarded as supplemental and addi-
tional to powers conferred by other laws, and shall not be regarded
as in derogation of any powers now existing. This Act, being neces-
sary for the welfare of the inhabitants of Dorchester County, shall
be liberally construed to effect the purposes hereof. All Acts and
parts of Acts, however inconsistent with the provisions of this Act,
are hereby repealed to the extent of such inconsistency.
Sec. 6. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 860
(House Bill 850)
AN ACT to authorize and empower the County Commissioners of
Dorchester County to borrow at one time or from time to time,
upon the full faith and credit of Dorchester County, and to issue
and sell at one time or from time to time its bonds therefor, a
sum or sums of money not to exceed One Million Dollars ($1,000,-
000) at an average net interest rate not in excess of five per
centum (5%) per annum for the entire issue, for the purpose of
redesigning, renovating, altering, remodeling, repairing, equipping
and landscaping the Dorchester County Court House and designing,
constructing, equipping and landscaping a new county adminis-
tration building, and acquiring land and paying architect's and
other professional fees for any of the above purposes; and to levy
taxes upon the assessable property in Dorchester County to pro-
vide funds for the payment of interest and principal upon said
bonds, as the same shall mature and become payable.
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Dorchester County be and they
