Mr. Hess, for the Committee on Rules, reported favorably,
House Resolution No. 4—By Delegate McCourt:
House Resolution requesting the Legislative Council to appoint a
special committee to review the State Insurance Code to determine
the need for additional statutory requirements applicable to the
formation and management of insurance companies in the State.
Whereas, It is imperative that no scandal similar to that which
previously affected the savings and loan business in the State should
occur in the insurance industry, and
Whereas, Recently one automobile liability insurance company
formed under State law has been placed in the hands of a receiver
because of its poor financial condition, and it is believed that another
company is in a similar financial condition, and
Whereas, These two companies together insure over 30,000 per-
sons in the State of Maryland who may now be without valid in-
surance, and
Whereas, The State Insurance Commissioner reports that these
insurers have complied with all applicable State laws and that their
financial standing has been examined as frequently as the resources
of the Insurance Department will allow, and
Whereas, For the protection of the public, it is desirable that
a thorough review be made of the adequacy of State insurance laws
applicable to the formation and management of insurance companies
in the State, and of the need for expanded supervision of the affairs
of insurance companies, now, therefore be it
Resolved by the House of Delegates of Maryland, That the Legis-
lative Council is requested to appoint a special committee to re-
view the State Insurance Code to determine the need for additional
statutory requirements applicable to the formation and management
of insurance companies, and be it further
Resolved, That copies of this resolution are sent to the Chairman
and Secretary of the Legislative Council and to the State Insurance
Commissioner.
