Dear Mr. Mandel:
I have today vetoed House Bill No. 1075 and in accordance with
Article 2, Section 17, of our State Constitution, I am returning the
same to you along with my veto message.
This particular Bill is a local Calvert County Bill, and is designed
to regulate the licensing of house trailers, mobile homes, and trailer
parks in that County.
The Attorney General advised me by letter dated April 4th that
in the opinion of his office this Bill fails to meet the requirements set
forth in Article 15, of the Declaration of Rights, and, therefore, is
unconstitutional.
Because of the Attorney General's views, I feel that I should not
place my signature on this piece of legislation.
I am attaching to this veto message a copy of the Attorney Gen-
eral's letter which is to be considered as a portion of the same.
