Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 22-33, 22-35 and 22-36 of the Anne Arundel County
Code (1957 Edition and 1961 Supplement, being Article 2 of the Code
of Public Local Laws of Maryland), title "Anne Arundel County",
sub-title "Waters and Sewers", be and they are hereby repealed and
re-enacted, with amendments; and that Section 22-34 be and it is
hereby repealed and that new Section 23-34 be and it is hereby en-
acted to stand in place of the section so repealed; and all to read as
follows:
22-33.
For the purpose of carrying out the provisions of this sub-title, the
said Sanitary District, and all additions thereto shall be under the
jurisdiction of a Commission of [five THREE competent] three per-
sons, who shall be taxpayers and residents [with the same qualifica-
tions as now provided for County Commissioners] of Anne Arundel
County. [At least one member shall be appointed from each of the
Second, Third, Fourth and Fifth Election Districts of Anne Arundel
County and one at large from within any one of the four above-named
Districts. No member of the Board shall hold any other elective or
appointive political office or position whatsoever.] The Deputy State
Health officer for Anne Arundel county as provided in Section 6 of
Article 43 of the Annotated Code of Maryland, title "Health", sub-
title "State Board of Health", shall serve as ex-officio member of the
Commission with voting privilege, and he shall receive no compensa-
tion for his services. The Governor shall appoint by and with the
advice of the Senate the two other members of the Commission—one
of whom shall be a graduate registered professional engineer with at
least ten (10) years experience in civil or sanitary engineering and
one of whom shall be a person with zoning and planning experience
who prior to the effective date of this act shall not have an em-
ployee of Anne Arundel County and who shall have his experience
certified by the State Planning Commission; they shall each receive
an annual salary of Seventy five Hundred Dollars ($7,500.00). NO
MEMBER OF THE BOARD SHALL HOLD ANY OTHER ELEC-
TIVE OR APPOINTIVE OFFICE OR POSITION WHATSOEVER.
THE GOVERNOR SHALL APPOINT THE MEMBERS OF THE
SANITARY COMMISSION FROM A LIST OF EIGHT FIVE
NAMES SUBMITTED TO HIM BY MAY 15 OF BEGINNING IN
1963 AND EVERY SIXTH YEAR AFTER 1963 BY A NOMINAT-
ING COMMITTEE WHICH SHALL BE COMPOSED OF THE
STATE SENATOR FROM ANNE ARUNDEL COUNTY, THE
CHAIRMAN OF THE DELEGATION TO THE MARYLAND
HOUSE OF DELEGATES FROM ANNE ARUNDEL COUNTY,
THE PRESIDENT OF THE ANNE ARUNDEL COUNTY TRADE
COUNCIL AND THE MEMBER OF THE MARYLAND PORT
AUTHORITY RESIDENT IN ANNE ARUNDEL COUNTY. IN
THE EVENT THAT ANY VACANCY OCCURS DURING THE
TERM OF OFFICE OF ANY MEMBER OF THE COMMISSION,
HIS SUCCESSOR SHALL BE APPOINTED FROM A LIST OF AT
LEAST TWO PERSONS NOMINATED BY THE NOMINATING
COMMITTEE. EACH NOMINEE SHALL BE QUALIFIED,
EITHER BY VOCATION OR AVOCATION, IN ONE OR MORE
OF THE FOLLOWING FIELDS: ENGINEERING, MEDICINE,
FINANCE, LAW, ZONING AND PLANNING, CONSERVATION
AND INDUSTRY. EACH COMMISSIONER SHALL RECEIVE
