CHAPTER 613
(House Bill 451)

AN ACT to repeal and re-enact, with amendments, Section 2A(14) of
Article 66˝ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "In General," to clarify the defini-
tion of explosives.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2A(14) of Article 66˝ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles," subtitle "In General,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

2.

A(14) Explosives: For the purposes of this Article, an explosive
is denned as any chemical compound [mixture, or device, the primary
or common purpose of which is to function by explosion, i.e., with
substantially instantaneous release of gas and heat, unless such com-
pound, mixture, or device is otherwise specifically] or mechanical
mixture that is commonly used or intended for the purpose of pro-
ducing an explosion and which contains any oxidizing and combustive
units or other ingredients in such proportions, quantities or packing
that an ignition by fire, by friction, by concussion, by percussion or
by detonator of any part of the compound or mixture may cause such
a sudden generation of highly heated gases that the resultant gaseous
pressures are capable of producing destructive effects on contiguous
objects or of destroying life or limb. Explosives are further defined
to the extent they are classified
in Parts 71-78—Title 49 C.F.R. (Code
of Federal Regulations).

For the purposes of this Article, explosives are divided into three
classes as defined in this section:

(i) Class A explosives; detonating or otherwise, of maximum
hazard.

(ii) Class B explosives; flammable hazard.
(iii) Class C explosives; minimum hazard.
