(2)   An applicant for a renewal license,

(i) Who held a license as a life and/or health insurance agent in
force on June 1, 1963, or

(ii) Any individual who was so qualified at the time he was
inducted or enlisted in the Armed Forces of the United States,
shall not be required to submit to such an examination for quali-
fication as the same kind or kinds of insurance.

(III) NOR SHALL THE WRITTEN EXAMINATION PRO-
VIDED FOR IN THIS SECTION BE REQUIRED OF AN APPLI-
CANT FOR A LICENSE TO ACT AS A LIFE INSURANCE
AGENT FOR AN INSURANCE COMPANY IF AT LEAST 80%
OF THE PREMIUMS RECEIVED BY SUCH COMPANY DUR-
ING THE CALENDAR YEAR PRECEDING THE DATE OF AP-
PLICATION WERE PAID ON POLICIES WHICH STIPULATE
PAYMENT OF PREMIUMS ON A WEEKLY BASIS; NOR AN
APPLICANT WHO SHALL ACT UNDER A RESTRICTED
LICENSE AS AN AGENT ONLY WITH RESPECT TO SELLING
CREDIT LIFE AND/OR CREDIT ACCIDENT AND HEALTH
INSURANCE TO A BORROWER OF MONEY OR A PURCHASER
OF GOODS IN CONNECTION WITH A SPECIFIC LOAN OR
CREDIT TRANSACTION, NOR AN APPLICANT WHO SHALL
ACT UNDER A RESTRICTED LICENSE AS AN AGENT ONLY
WITH RESPECT TO SELLING DECREASING TERM INSUR-
ANCE IN CONNECTION WITH THE PURCHASE OF INVEST-
MENTS.

(3)   The Commissioner shall establish reasonable rules and regu-
lations with respect to the scope, type, conduct and grading of such
written examinations and the times and places within this State
where they shall be held; provided, that applicants shall be permit-
ted to take such examinations at least once in each week at the
principal office of the Commissioner, and provided further that such
examinations shall be offered at least once in each month at a loca-
tion on the Eastern Shore of Maryland and once each month at a
location on the Western Shore of Maryland (other than Baltimore
City), such locations to be selected by the Commissioner; and all
examinations must be graded within thirty days following the date
of the examination.

Any person who shall have taken and failed to pass any such
examination shall not be entitled to take any further examination
until seven (7) FOURTEEN (14) days after the date of the last
examination in which he failed. Any person shall be entitled to take
not more than three examinations for an initial fee of $5.00. Any
person requiring more than three examinations shall pay an addi-
tional fee of $5.00 which shall entitle him to take three more exami-
nations but no more.

179. Advisory Boards.

(a) With respect to the education, qualifications and examinations
of agents, brokers and solicitors AND BROKERS as to kinds of
insurance other than life and health, the Commissioner shall appoint
an advisory board of seven (7) persons, consisting of three (3) rep-
resentatives of insurers, at least one of which shall be from a stock
insurer and at least one of which shall be from a mutual insurer,
