Administrative Organization

Art. III, sec. 34. ... .but the General

Section 4.25. Board of Review.

There shall be a Board of Review in the
executive branch. The Board shall consist of
the governor, an officer in the executive
branch designated by the governor, and the
comptroller. The Board shall act by majority
vote and shall hold its meetings in public or
otherwise act in such manner and have such
powers as the General Assembly may pre-
scribe by law.

Assembly may authorize the Board of
Public Works to direct the State Treasurer
to borrow in the name of the State, in
anticipation of the collection of taxes, such
sum or sums as may be necessary to meet
temporary deficiencies in the Treasury, to
preserve the best interest of the State in
the conduct of the various State institutions,
departments, bureaus, and agencies during
each fiscal year. Subject to the approval
of the Board of Public Works and as pro-


vided by Law, the State Treasurer is


authorized to make and sell short-term notes


for temporary emergencies, but such notes


must only be made to provide for appro-


priations already made by the General


Assembly.......


ARTICLE XII. PUBLIC WORKS.


Section 1. The Governor, the Comp-


troller of the Treasury, and the Treasurer,


shall constitute the Board of Public Works


in this State. They shall keep a journal


of their proceedings, and shall hold regular


sessions in the City of Annapolis, on the


first Wednesday in January, April, July and


October, in each year, and oftener, if


necessary; at which sessions they shall hear


and determine such matters as affect the


Public Works of the State, and .as the


General Assembly may confer upon them


the power to decide.


Sec. 2. They shall exercise a diligent


and faithful supervision of all Public Works


in which the State may be interested as


Stockholder or Creditor, and shall appoint


the Directors in every Railroad and Canal
