348               JOURNAL OP PROCEEDINGS.           [Feb. 8,

Mr. Kennedy, chairman of the Committee on Ways and Means,
reported favorably on a bill entitled, an act to release the Virginia
and Maryland Bridge Company, at Sheppardstown, from certain
taxes;                  

Which was read the first time.

A bill entitled, an act to refund to the President and Directors
of the Washington county Bank an over-payment of certain
State taxes, on its capital stock, erroneously made in the year
1853.

Which was read the first time.

Mr. Partridge, chairman of the Committee on Judiciary, re-
ported favorably on a bill entitled, an act to authorize the Comp-
troller to appoint his chief clerk Comptroller, pro tern., and to
make his bond responsible for the acts of his clerk, done by virtue
of such appointment,

Which was read the first time.

Mr. Sudler, chairman of the Committee on Colored Popula-
tion; to whom was referred the memorial of Charles Goldsbo-
rough, praying that a negro girl, named Charlotte Waters, who
went from the State of Maryland to the State of Ohio, as a slave
for life, with her mistress, a certain Mrs. Dudrar, some ten or
twelve years since, and who, by the laws of said State became
free, and now wishes to return to the State of Maryland, reports
unfavorably on the prayer of said petition; That it ought not to
be granted and they ask to be discharged from the further con-
sideration thereof; and that leave be granted to the memorialist
to withdraw his petition and papers from the files of this House.

Adopted.

And reported favorably on a bill entitled, an act for the relief
of Thomas Warfield and his wife and children, free negroes of the

District of Columbia;


Which was read the first time.

Also, on a bill entitled, an act for the relief of Ellen White
generally known as Ellen Savory, a free negro woman of Phila-
delphia, in the State of Pennsylvania,

Which was read the first time.           

Mr. Frazier from the Committee on Claims reported favorably
on a bill entitled, an act to appropriate a sum of money to Na-
thaniel Duke, clerk of the circuit court for Calvert county, for cer-
tain fees due him by the State;           

Which was read the first time.
