The Chief Clerk of the House of Delegates appeared and
delivered the following message:

BY THE HOUSE OP DELEGATES,

March 20, 1916.
Gentlemen of the Senate:

We have received your message proposing the request of
the Governor for the return of House Bill No. 583, introduced
by Mr. Leatherwood, for further consideration, and we concur
therein.

Mr. Warfield submitted the following:

BY THE SENATE,

March 20, 1916.
His Excellency Emerson C. Harrington,

Governor of Maryland, Annapolis, Md.
SIR:

The Senate respectfully requests the return of House
Bill No. 583, introduced by Mr. Leatherwood, for further con-
sideration.

We transmit herewith copy of the messages exchanged be-
tween the two Houses in regard to this matter.

The President laid before the Senate
HOUSE BILL No. 583, BY MR. LEATHERWOOD.
Said Bill being returned to the Senate by the Governor for
further consideration.

Whereupon Mr. Warfield moved that the vote by which the
Bill was passed be reconsidered and the Bill be placed back
upon its third reading and final passage. Which motion pre-
vailed by yeas and nays as follows:
