(Senate Joint Resolution 14)
Senate Joint Resolution, requesting the State Planning Department
to study present and potential sewage problems in the Gunpowder
River.
The State of Maryland is embarking upon a notable and im-
portant program to preserve as a park area portions of the valley
of the Gunpowder River. This area, although relatively close to
urban and populated suburban areas, is relatively unpopulated,
and offers splendid prospects for preservation and park develop-
ment.
There are possibilities, however, that projected housing develop-
ments along and near the Gunpowder River could cause problems
of sewage disposal, which if not considered in advance, could spoil
the plans for park and recreation development.
It is vital that these conflicting plans and possibilities be studied
promptly, in order that a policy may be developed which will
assure the success of the State in developing a park and recreation
area in the Gunpowder River valley, while at the same time not
stifling any previous plans for using adjacent areas for housing
developments.
The State Planning Department is the proper agency for making
such a study, and for adjusting plans for these two divergent aims;
now, therefore, be it
Resolved by the General Assembly of Maryland, That the State
Planning Department be requested to give full study and con-
sideration to the potential effect of present and future housing
developments along and adjacent to the Gunpowder River insofar
as they may affect the plans for development of this valley as a
State park and recreation area; and be it further
RESOLVED, THAT THE BOARD OF PUBLIC WORKS BE RE-
QUESTED TO MAKE AVAILABLE SUFFICIENT FUNDS TO
CARRY OUT THIS STUDY; AND BE IT FURTHER
Resolved, That the State Planning Department be requested to
report the result of its study to the Legislative Council not later
than October 1, 1962.
