promotion of the general welfare of the public, and having been
passed by a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly
of Maryland, the same shall take effect from the date of its passage.

CHAPTER 20
(House Bill 19)
AN ACT to add an additional section to Chapter 905 of the Laws of
Maryland of 1961 relating to the construction of new office facili-
ties by the County Commissioners of Washington County and the
borrowing of $1, 000, 000 therefor, said additional section amending
said Chapter 905 so as to authorize the County Commissioners of
Washington County to borrow an additional $200, 000 for said pur-
pose, if needed, and to evidence such borrowing, as well as the
borrowing authorized by said Chapter 905, by the issuance and
sale of its bonds in such manner and upon such terms as said County
Commissioners may decide upon and to pay the principal thereof
and the interest thereon by the levy of ad valorem taxes in Wash-
ington County in rate and amount sufficient for the purpose.
WHEREAS, the County Commissioners of Washington County has
undertaken to provide badly needed office facilities for the County
Government and to finance the acquisition or construction thereof
pursuant to the authority of Chapter 905 of the Laws of Maryland
of 1961; and
WHEREAS, although the County is now ready to proceed, it appears
that limitations contained in said Act of Assembly may prevent issu-
ance of bonds thereunder and, in addition, the amount of bonds au-
thorized by said Act may be insufficient for the purpose intended; and
WHEREAS, in order not to unduly delay the provision of said office
facilities, it is desirable to enlarge the authority heretofore conferred
on the County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That an additional section is hereby added to Chapter 905 of the
Laws of Maryland of 1961, said section to be designated Section 3A,
to follow immediately after Section 3 of said Act and to read as
follows:
3A. In the event it shall develop that the money authorized to be
borrowed by Section 1 above shall be insufficient to provide for the
purposes therein described, the County Commissioners of Washington
County is hereby authorized and empowered to borrow on its full
