sub-title "County Commissioners", as said section was enacted
by Chapter 84 of the Acts of 1957, repealing an obsolete local
law of Carroll County concerning the levy of taxes during the
years 1957, 1958, 1959 and 1960, for the construction of a county
hospital; and to enact a new Section 43C in lieu thereof, to stand
in the place of the section so repealed, authorizing the County
Commissioners of Carroll County over a period of four years to
appropriate monies for capital expenditures for the benefit of the
Carroll County General Hospital, Inc., and further authorizing
a levy of taxes for this purpose.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 43C of Article 7 of the Public Local Laws of Maryland
(1930 Edition), title "Carroll County", sub-title "County Commis-
sioners", as said section was enacted by Chapter 84 of the Acts of
1957, be and it is hereby repealed; and that a new Section 43C
be and it is hereby enacted in lieu thereof, to stand in the place of
the section so repealed, and to read as follows:

43C.

Over a period of four years following the effective date of this
Act, the County Commissioners of Carroll County may appropriate
an aggregate sum of one hundred thousand dollars ($100, 000) for
capital expenditures by the Carroll County General Hospital, Inc.
The County Commissioners also may levy annually and collect from
the assessable property in Carroll County, as other County taxes are
levied and collected, such amount as may be necessary for this
appropriation.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 4

(Senate Bill 5)

AN ACT to repeal and re-enact, with amendments, Sections 328C
and 328D of Article 7 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Carroll County", sub-title "Roads", as said
sections were enacted by Chapter 340 of the Acts of 1961, amending
the local laws of Carroll County with respect to the acceptance,
maintenance and construction of public and private roads in order
to make changes concerning the imposition and collection of
benefit assessments to these laws.

SECTION 1. Be it enacted by the General Assembly of Maryland,
