($10.00) shall be required for each group of three trials. Any
licensed agent, solicitor, broker or brokers' solicitor, who had a
license issued by the State of Maryland as insurance agent, solicitor,
broker or brokers' solicitor in force on September 1, 1960; or any
person who, at the time he was inducted or enlisted in the Armed
Services of the United States held a license then in force as agent,
solicitor, broker or brokers' solicitor; or an applicant for the same
kind of license as that which he has previously held in this State
for at least one year within the three years next preceding the date
of application and who is deemed by the Commissioner to be fully
qualified and competent, shall not be required to submit to an exam-
ination for a license to sell the same kind of insurance for which
he then had a license covering the same kind of insurance, except
in cases where the license has been suspended or revoked.

(c)  After passing the required examination, the Commissioner
shall, upon such application, issue a limited certificate of authority
or license to any person to act as Agent, Solicitor, Broker or Brokers'
Solicitor, to engage in the business of selling motor vehicle insur-
ance coverages only, including Bodily Injury Liability, Property
Damage Liability, and Automobile Physical Damage, or for any
other line of insurance, or subdivision thereof only where applicable.

(d)  The Commissioner may issue an agent's, solicitor's, broker's
or broker's solicitor's license without requiring an applicant to take
and successfully complete a program of studies established or
approved by regulation of the Commissioner or pass a written exam-
ination in the following circumstances: (1) to the surviving spouse
or next of kin or to the administrator or executor of a deceased
licensed agent, solicitor, broker or broker's solicitor or to a spouse,
next of kin, employee or legal guardian of a licensed agent, solicitor,
broker or broker's solicitor becoming disabled because of sickness,
insanity or injury, if, in the Commissioner's opinion such temporary
license is necessary for the continuation of the business of the agent,
solicitor, broker or broker's solicitor thereby affected. Such license
may be issued for a term not exceeding ninety days and the Com-
missioner may, in his discretion, renew such license for an additional
term or terms of ninety days each, not exceeding in the aggregate
fifteen months, and (2) to the designee of a licensed agent, solicitor,
broker or broker's solicitor, who shall enter upon active service
in the Armed Forces of the United States, for such period of time,
as, in the opinion of the Commissioner, may be necessary for the
continuation of the business of the agent, solicitor, broker or broker's
solicitor thereby affected.

(e)  The Commissioner may issue a temporary agent's license with-
out requiring an applicant to take and successfully complete a pro-
gram of studies established or approved by regulation of the Com-
missioner or pass a written examination in the following circum-
stance: To any person for the same kind of license as that
KIND
OR KINDS OF INSURANCE, OR SUB-DIVISIONS THEREOF,
AS THAT FOR which he has previously held BEEN LICENSED
in another state within the three years next preceding the date of
application. Such temporary license may be issued for term not
exceeding ninety (90) days and may not be renewed.

(f)  The Commissioner shall within ninety (90) days from June
1, 1959, appoint an Advisory Board to make recommendations to
