(c)  To keep itself informed concerning the activities of the State
Planning Office,
DEPARTMENT, and to request special reports con-
cerning its current operations;

(d)  To consider the needs of the state for further development
from the points of view of the several economic and social interests
of the people of the state, so that the state development plan may
constitute a balanced program to meet the needs of the state as a
whole;

(e)  To request information of the Director of State Planning con-
cerning current problems which the board deems of public interest;

(f)  To receive, approve, disapprove, or resubmit to the Director
of State Planning, recommendations concerning the establishment of
regional or metropolitan planning areas, and to hold hearings there-
on, all in accordance with the provisions of Section 10;

(g)  To act in a general advisory capacity to the Director of State
Planning, and, whenever requested by him to do so, or whenever in
its judgment it seems wise to do so, to make recommendations con-
cerning the operation of the state planning office;
STATE PLAN-
NING DEPARTMENT ;

(h) To study and report from time to time upon the effectiveness
of planning in the State, to evaluate the effectiveness of this Article,
and to urge its revision or amendment whenever necessary to assure
the maximum effectiveness of planning activities covered herein;

(i) To advise and assist the Director of State Planning in foster-
ing public awareness and understanding of the objectives and func-
tions of state and local planning, and in stimulating public partici-
pation and interest in the orderly, integrated development of the
state;

(j) To hold public or private hearings and to sponsor public
forums in any part of the State whenever it deems it necessary or
useful in the execution of its other functions.

8.    State development plan; filing; distribution

Upon the preparation of the state development plan or of any sub-
stantial phase or part thereof, or upon the preparation of an amend-
ment or revision of the plan or of any part thereof, or upon the
preparation of any extension of or addition to the state development
plan, the Director of State Planning shall first submit the plan, phase
or functional part, amendment, revision or extension thereof or
addition thereto to the State Planning Commission for its consider ac-
tion and advice. Thereafter, the Director shall submit the same to
the Governor, who may file it, together with his comments, in the
office of the Secretary of State. Upon filing it, the Governor shall
transmit copies thereof, together with copies of his comments, to the
heads of all departments and agencies of state government and to
the General Assembly. If the Governor files such plan or part of a
plan, the State Planning Department shall make copies thereof
OF
THE MATERIAL SO FILED available for general distribution or
sale.
