Senate Bill No. 385—Garrett County; Economic Development

AN ACT to add new Section 69A to the Code of Public Local Laws of
Garrett County (1957 Edition, being Article 12 of the Code of
Public Local Laws of Maryland), title "Garrett County", sub-title
"County Commissioners", to follow immediately after Section 69
thereof, providing for the employment of an Industrial Engineer
for Garrett County and outlining the scope and purpose of his
position; and providing for the appointment and duties of a Com-
mittee on Economic Development and relating generally to eco-
nomic development in Garrett County.

Dear Mr. President:

I have today vetoed Senate Bill No. 385, and in accordance with
Article II, Section 17 of the Constitution of our State, I am returning
this bill to the Senate of Maryland, along with my reasons for vetoing
the same.

Senate Bill No. 385, introduced by the Senator from Garrett County,
provides for the employment of an Industrial Engineer for Garrett
County, and consequently is a local bill.

On March 27, 1959, my office received a letter from Senator Ber-
nard I. Gonder in which he advised me that Senate Bill No. 385 and
House Bill No. 516 were companion bills, both designed to accomp-
lish the same purpose. In his letter he also advised me that in his
opinion House Bill No. 516 as amended was the better of the two
pieces of legislation and he therefore requested that I sign House
Bill No. 516 and not sign Senate Bill No. 385.

House Bill No. 516 was signed by me on Tuesday, April 28, 1959,
and is now Chapter No. 752 of the 1959 Laws of Maryland.

In compliance with the request of the sponsoring Senator, I am
herewith vetoing Senate Bill No. 385 and returning the same to
your body.
