or shall not continue, to be effective and applicable. The Board of
Supervisors of Elections of Kent County shall do such things as are
necessary and proper to submit the question to the qualified voters
of Kent County at that time. There shall be printed on the ballots or
on the voting machine labels, as the case may be, the words "For con-
tinuation of dredging of soft shell clams in the waters of Kent Coun-
ty" and "Against continuation of dredging of soft shell clams in
the waters of Kent County" with suitable provisions made for the
voter to indicate his choice for or against such question. If a majority
of the votes cast on this question shall be cast "For continuation of
dredging of soft shell clams in the waters of Kent County", this
Act shall be continued in effect in all respects as it has been in effect
since June 1, 1959. If a majority of the votes cast on this question
shall be cast "Against the continuation of dredging of soft shell
clams in the waters of Kent County", this Act shall be null and
void and of no further effect whatsoever on May 31, 1961.

AN ACT to authorize the creation of a State Debt in the aggregate
amount of Thirteen Million Nine Hundred Twenty Two Thousand
Three Hundred Dollars ($13,922,300), FOURTEEN MILLION
ONE HUNDRED AND ONE THOUSAND DOLLARS ($14,101,-
000), the proceeds thereof to be used for certain necessary build-
ing, construction, deferred maintenance, and equipment purposes
of this State, for acquiring certain land and providing generally
for the issue and sale of Certificates of Indebtedness evidencing
such loan, and modifying the provisions of Section 7 of Chapter
45 of the Acts of 1954; AND TO REPEAL AND RE-ENACT,
WITH AMENDMENTS, SECTION 5 OF CHAPTER 66 OF THE
ACTS OF THE GENERAL ASSEMBLY OF MARYLAND OF
1958, AS AMENDED BY CHAPTER 264 OF THE ACTS OF
THE GENERAL ASSEMBLY OF MARYLAND OF 1959,
AMENDING THE SO-CALLED GENERAL CONSTRUCTION
LOAN BILL OF 1958 IN ORDER TO MAKE A CHANGE IN
THE PURPOSE FOR SPENDING AN APPROPRIATION
THEREIN CONTAINED TO THE UNIVERSITY OF MARY-
LAND.

Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of Public Works is hereby authorized and directed
to issue a State loan to be known as the "General Construction Loan
of 1959", in the aggregate sum of Thirteen Million Nine Hundred
Twenty Two Thousand Three Hundred Dollars ($13,922,300).
FOURTEEN MILLION ONE HUNDRED AND ONE THOUSAND
DOLLARS ($14,101,000).
