be investigated, heard and determined by the Commissioner of
Personnel. The finding and decision of the Commissioner of Per-
sonnel shall be final and shall be certified to the County Commis-
sioners and be forthwith enforced by them.

(d) The County Commissioners shall by rule prescribe what may
constitute cause for removal, but no removal shall be allowed because
of the religious or political opinions or affiliations
[, or age] of any
employee, provided he or she shall be physically capable of perform-
ing the duties of his or her employment.

(E) NO EMPLOYEE CLASSIFIED UNDER THE SUB-TITLE
SHALL BE ELIGIBLE TO HOLD ANY ELECTIVE OR AP-
POINTIVE OFFICE OF PROFIT OR TRUST WHATSOEVER,
AND ANY EMPLOYEE WHO SHALL FILE FOR ELECTIVE
OFFICE SHALL BE CONSIDERED AS HAVING RESIGNED
HIS POSITION EFFECTIVE THE DATE OF SUCH FILING.

233J. (a) The County Commissioners may, from time to time,
adopt such rules and regulations, not inconsistent with the pro-
visions of this sub-title, as shall implement this sub-title. The rules
and regulations may be amended from time to time.

(b) A copy of the rules and regulations shall be kept on file in
the office of the County Commissioners, for public instruction and
inspection.

Section 2. And be it further enacted, That if any provision of
this sub-title or the application thereof to any person or circum-
stances is held invalid, such invalidity shall not affect the other
provisions or any other application of this subtitle which can be given
effect without the invalid provision or application, and to this end the
provisions of this subtitle are hereby declared to be severable.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1959 JANUARY 1, 1960.

CHAPTER 741
(House Bill 235)

AN ACT to repeal and re-enact, with amendments, Section 118 (c)
of Article 2B of the Annotated Code of Maryland (1957 Edition),
title "Alcoholic Beverages", sub-title "Restrictions Upon Licen-
sees", relating to possession by minors of alcoholic beverages in
Dorchester County AND HOWARD COUNTIES COUNTY, and
relating generally to alcoholic beverages therein.

Explanation: Italics indicate new matter added to existing law.

CAPITALS indicate amendments to bill.
