CHAPTER 89
(Senate Bill 9)

AN ACT to repeal and re-enact, with amendments, Section 49 of
Article 16 of the Annotated Code of Maryland (1957 Edition),
title "Chancery", sub-title "Inebriates", to provide that persons
charged with the commission of a criminal offense who are
habitually addicted to the use of certain narcotics may be com-
mitted to a State hospital for treatment and observation.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 49 of Article 16 of the Annotated Code of Maryland
(1957 Edition), title "Chancery", sub-title "Inebriates", be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

49.

When any person charged with the commission of a criminal of-
fense

, is shown to the satisfaction of the judge before whom he is
brought to be suffering from acute or chronic alcoholism, or who is
habitually addicted to the use of narcotic drugs as that term is de-
fined in Section 276 of Article 27 of this Code as amended from time
to time,
the said judge may commit him to one of the State hospitals
for treatment and observation, under such terms and conditions as he
may determine; provided, that no such commitment shall be made
except by one of the judges of the Supreme Bench of Baltimore City
or of the circuit court for any county.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1960.

CHAPTER 90
(Senate Bill 11)

AN ACT to repeal and re-enact, with amendments, Section 11 of
Article 30 of the Annotated Code of Maryland (1957 Edition), title
"Deaf, Mute or Blind", sub-title "Public Assistance to the Needy
Blind"; and to repeal and re-enact, with amendments, Section 2 of
Article 70A of said Code, title "Old Age Assistance", amending the
definition of the word "recipient" in the laws relating to public
assistance to the needy blind and to old age assistance.

SEC. 1. Be it enacted by the General Assembly of Maryland, That
Section 11 of Article 30 of the Annotated Code of Maryland (1957
Edition), title "Deaf, Mute or Blind", sub-title "Public Assistance to
