CHAPTER 50
(House Bill 67)

AN ACT to repeal Sections 1 and 2 of Article 30 of the Annotated
Code of Maryland (1957 Edition), title "Deaf, Mute or Blind",
sub-title "In General", said sections relating to deaf and dumb per-
sons of teachable age and to the education of such persons and a
certificate concerning their ability to pay for such instructions.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 and 2 of Article 30 of the Annotated Code of Mary-
land (1957 Edition), title, "Deaf, Mute, or Blind", sub-title "In Gen-
eral", be and the same are hereby repealed.

SEC. 2. Be it further enacted, That this act shall take effect
June 1, 1960.

Approved March 23, 1960.

CHAPTER 51
(House Bill 78)

AN ACT to repeal and re-enact, with amendments, Section 114A (e)
of Article 66i/2 of the Annotated Code of Maryland (1957 Edition
and 1959 Supplement), title "Motor Vehicles", sub-title "Point
System", relating to the notice required to be sent by the Commis-
sioner of Motor Vehicles to any licensee violating the point system,
and relating generally to the Motor Vehicle Point System in this
State.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 114A (e) of Article 66 1/2 of the Annotated Code of
Maryland (1957 Edition and 1959 Supplement), title "Motor Vehi-
cles", sub-title "Point System", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:

114A.

(c) Warnings, suspension and revocation—Point levels; notice
and hearing; duration of suspension. —The Commissioner shall send
a warning letter to each licensee charged with three points; for five
points, he shall call in the licensee for a conference; for eight points,
the license shall be suspended, and for twelve points, the license
shall be revoked. Except as provided in sub-section (d), when any
licensee has received eight points, the Commissioner shall issue a
notice of suspension and when any licensee has received twelve points
the Commissioner shall issue a notice of revocation. Each such notice
shall be personally served or sent by registered or certified mail, shall
