tion of any appointed public officer of the Mayor and City Council of
Baltimore may be increased or diminished at any time during his
term of office; except that as to officers in the Classified City Service,
when the salary of any appointed public officer of the Mayor and
City Council of Baltimore shall be so increased or decreased, it shall
not again be increased or decreased, as the case may be, during the
term of such public officer.
Sec. 2. And be it further enacted, That the aforegoing section
hereby proposed as an amendment to the Constitution of this State
shall be, at the next general election, to be held in this State in the
year 1958, submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions contained in
Article 14 of the Constitution of this State, and at the said general
election, the vote on the said proposed amendment shall be by ballot,
and upon each ballot there shall be printed the words "For the
Constitutional Amendment" and "Against the Constitutional Amend-
ment", as now prescribed by law, and immediately after said election,
due returns shall be made to the Governor of the vote for and against
said proposed amendment, as directed by said Article 14 of the
Constitution.

(Senate Bill 522)
AN ACT to authorize and empower the County Commissioners of
Wicomico County to borrow upon the faith and credit of Wicomico
County the amount of Nine Hundred Thousand Dollars ($900,-
000.00), and to issue and sell coupon bonds therefor, the proceeds
thereof to be used by the Board of County Commissioners of Wi-
comico County and the Board of Education of Wicomico County,
for the construction, completing the construction, making addi-
tions and improvements to and equipping school buildings in Wi-
comico County, Maryland, and to authorize the levying of taxes
for the payment of the principal of said bonds and the interest
thereon; to provide for the formation of a Wicomico County
School Building Commission, to advise with the County Commis-
sioners of Wicomico County and the Board of Education of Wi-
comico County regarding the expenditure of the proceeds of the
bonds hereby authorized to be sold and the carrying out of the
provisions of this act; and providing that the provisions of this
act shall be separable.
Whereas, the County Commissioners of Wicomico County and
the Board of Education of Wicomico County desire to construct addi-
tional school buildings and/or make additions to existing school
buildings in Wicomico County at an approximate cost of One Million
