Health Officer. Any person appointed as "The Washington County
Plumbing Sanitarian" shall have had at least eight years of experi-
ence as a licensed journeyman plumber at the time of his appoint-
ment. Compensation for said Sanitarian shall be fixed by the County
Commissioners and shall be paid out of county funds. The said
Plumbing Sanitarian shall work under the direction of the said Wash-
ington County Health Officer.
The said Plumbing Sanitarian shall have power to make and adopt
rules and regulations regulating the character and location of plumb-
ing in Washington County. No specification made by the Plumbing
Sanitarian in these rules and regulations shall at any time exceed
those set up by the State Plumbing Code.
694B. (a) No water, sewer or drain connections shall be con-
structed, no new plumbing shall be installed, nor shall existing plumb-
ing be added to, or altered if it is connected with a human dwelling
and/or connected with the city water supply, or if the value of the
new installations or improvements exceed $250.00, without first
notifying the said Plumbing Sanitarian. All applications to do
plumbing work as aforesaid, shall be filed at the office of the Plumb-
ing Sanitarian before the work is started. Each application shall be
in writing and shall be signed by the person desiring to have the
work done. After the job has been completed, the said Plumbing
Sanitarian shall inspect the work to see if it meets the specifications
as promulgated by the said Plumbing Sanitarian under the pro-
visions of this sub-title; and if the work does not meet the specifica-
tions, it must be corrected in accordance with the stated specifica-
tions.
(b) An inspection fee shall be set and determined by the Board
of County Commissioners and shall be collected as follows:
(1) If the work is done by a hired plumber, said fee shall be added
to and shall appear on the plumber's invoice for services rendered
and shall be paid as part of the plumber's bill. The plumber shall
then pay all such inspection fees so received to the County Health
Department.
(2) In the event the plumbing work is done by a private individual,
said private individual shall pay the inspection fee directly to the
County Health Department.
The County Health Department shall collect and take charge of
all inspection fees and shall account to the Board of County Commis-
sioners for all fees so collected within the time prescribed by said
Board.
694C. Any person violating any of the provisions of Section 694B
shall be guilty of a misdemeanor and upon conviction thereof shall be
fined not more than fifty dollars ($50.00).
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.
