clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the mem-
bers elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its passage.

CHAPTER 3
(Senate Bill 3)

AN ACT to repeal and re-enact, with amendments, Section 297 of
Article 77 of the Annotated Code of Maryland (1957 Edition),
title "Public Education", sub-title "Chapter 30. Vocational Re-
habilitation", in order to accept the provisions and benefits of
Public Law 565, 83d Congress, as approved August 3, 1954.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 297 of Article 77 of the Annotated Code of Maryland
(1957 Edition), title "Public Education", sub-title "Chapter 30.
Vocational Rehabilitation", be and the same is hereby repealed and
re-enacted, with amendments, so as to read as follows:

297. Acceptance of act of Congress; State Treasurer designated
custodian of monies received; cooperation with federal agencies.

The State of Maryland does hereby (1) accept the provisions and
benefits of the Act of Congress entitled "An act to provide for the
promotion of vocational rehabilitation of persons disabled in indus-
try or otherwise and their return to civil employment", approved
June 2, 1920, as amended June 5, 1924, [and] July 6, 1943 [;] , and
August 3, 1954 (Public Law 565, 83rd Congress);
(2) designate the
State Treasurer as custodian of all monies received by the State from
appropriations made by the Congress of the United States for voca-
tional rehabilitation of persons disabled in industry or otherwise, and
authorize the State Treasurer to make disbursements therefrom
upon the order of the State Board of Education; (3) empower and
direct the State Board of Education to cooperate with the Office of
Vocational Rehabilitation, in carrying out the provisions of the
Federal Civilian Vocational Rehabilitation Act [;] and the Ran-
dolph-Sheppard Vending Stand Act as amended;
(4) authorize and
empower the State Board of Education to cooperate with the De-
partment of Health, Education and Welfare of the United States, or
any agency or instrumentality thereof, and to enter into any con-
tracts with such department, agency or instrumentality of the United
States necessary and desirable to carry out the disability determina-
tion provisions of the Federal Social Security Act.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1958.
