CHAP. 110.

tracting, shall be subject to the same penalty as supervisors of the
public roads in like cases now are, to be recovered and applied
in the same manner, and every person or persons so contracting
with the levy courts of said counties, shall give bond to the state of
Maryland, with such security as the levy courts shall approve of,
and in such sum or penalty as they shall require, fop the perform-
ance of such contract, and such contractors shall have and exer-
cise all the powers which supervisors of public roads now have or
may or can exercise in virtue of the act to which this is a sup-
plement.

To appoint per-
sons to view roads
let out, &c.

13. And be it enacted, That in all cases where any of the said
roads shall be let out to be completed or repaired on contract, it
shall and is hereby declared to be the duty of the levy courts
of said counties to appoint some person or persons to view such
road, and report to them whether the same shall have been com-
pleted according to the terms of such contract, before the said
court shall be authorised in virtue thereof to pay for the same;

Proviso.

Provided, that nothing herein contained shall extend or be con-
strued to prevent the said levy courts from making such advances
of money to such contractor or contractors for completing or re-
pairing the said roads, as they in their discretion shall think ne-
cessary.

No supervisor to
work with less

than six hands.

14. And be it enacted, That no supervisor of any public road
shall at any time proceed to work and labour on such public road
with a less number of able, bodied labourers than six, unless it be
for the purpose of moving some, fallen trees, or other obstruc-
tion, under the penalty of forfeiting his own wages for the time
that a less number of hands shall be employed, and to be deduct-
ed out of his allowance by the levy court.

Repeal.

15. And be it enacted. That all laws, or parts of laws, hereaf-
ter made, repugnant to or inconsistent with this act, so far as it
relates to Charles and St. Mary's counties, be and the same are
hereby repealed.

Preamble.

CHAP. CXI.

An Act to lay out and open a Road from Conowingo Bridge, in Cecil County,
to the Pennsylvania Line.

WHEREAS it appears to this general assembly, that a public
road is located and laid out through Harford county, so as to unite
with the Baltimore and Harford Turnpike Road at the Great
Falls of Gunpowder, to which place, from the city of Baltimore,
a good artificial or turnpike road has been made, and to extend
from thence by Belle Air to the Conowingo bridge, over the Sus-
quehanna river, which road is in the best and most direct course
from Baltimore to the town of Lancaster, in the state of Penn-
sylvania, and to a very fertile, extensive, populous, and well cul-
tivated district in the said state, between which and the city of
Baltimore, a communication highly beneficial to this state, may
be made by means of the said road, should it be extended, as well
as a good and convenient communication between the cities of
Baltimore and Philadelphia, by which several communications a
large and important part of Pennsylvania may be brought nearer
to Baltimore than to any other market or sea port: And whereas
two several roads have been located and laid out in Pennsylvania
