fifteen (15) days after its effective date apply to the Department in
writing for a rehearing.

The application for rehearing shall be acted upon WITHIN fifteen
(15) days after its filing and, if granted, the rehearing shall be held
without undue delay.

6JpSDD 648BB. (a) Any person aggrieved by any action of the
Board DEPARTMENT shall have the right to apply to the Circuit
Court of the County OR CITY in which the person resides or the well
is located for review of the Board's DEPARTMENT'S decisions.
Such application shall be by petition and must be filed in the Clerk's
office OF SAID COURT within ten days following the action of the
