198.   (Penalties and Fines for Delinquent Licenses.) Any license
either individual or kennel that is not procured before March 1st or
within thirty days from the time when, by the provisions of this sub-
title, it is due and payable shall have added to it (as a penalty for
such delinquency) an amount equal to 25 per cent of the regular
annual license fee, and any person violating either by failing or re-
fusing to comply with any of the provisions of Section 197 shall be
guilty of a misdemeanor and upon conviction thereof before any trial
magistrate of Baltimore County or in the Circuit Court of said
County, shall be subjected to a minimum fine of not less than five
dollars ($5.00) and not more than twenty-five dollars ($25.00) or
shall be imprisoned in the County Jail for not more than thirty days,
or shall be both fined and imprisoned in the discretion of the trial
magistrate or Circuit Court. It shall be the duty of the State's At-
torney, the Sheriff, the County Police, the peace officer and the Ward-
ens of the County appointed by the Dog License Commission to prose-
cute all persons found violating the law by failing or refusing to
comply with its provisions.

Payment of the license tax subsequent to the issuance of a summons
or warrant by a magistrate or other court for failure to do so within
the time required shall not operate to relieve said owner from the
penalties provided. Any dog not wearing a license tag of the proper
calendar year shall prima facie be deemed to be unlicensed and in
any proceedings under this sub-title the burden of proof of the fact
that such a dog has been licensed, or is otherwise not required to
wear a tag at the time, shall be on the owner of said dog or any per-
son keeping or harboring such dog.

199.    (Disposition of License Fees, Penalties and Fines.) The
Dog License Commission shall keep an account of receipts of dog
license fees, and expenditures incident to operation and enforcement
of this Act. All penalties and fines shall be remitted to the State for
the use of the Dog License Commission of Baltimore County in
the purchase of vaccines and serums as are used in the prevention and
treatment of rabies in humans in Baltimore County and for such
other purpose of this Act as the said Commission may determine.

200.   (License Certificate.) The Dog License Commission not later
than November 1st each year, shall purchase a necessary supply of
license certificates together with the corresponding metal tags, dog
census books, affidavit forms and such other forms as may be
required.

Certificates shall be serially numbered in books of 100 each with
duplicate stubs both of which shall provide spaces in which shall be
recorded the following data:

Election district, full name of owner, home address with street and
house number, or rural route and box number, telephone number, if
any, name of the dog, sex, breed, age, color and markings.

Certificates shall be kept by the owner for exhibit to a Warden or
peace officer on demand. Any alteration of the entries on the same
is subject to penalty as hereinafter provided.

Individual license certificates and their accompanying tags attached
to the dog for which issued, and unless surrendered to the Dog Li-
cense Commission, shall pass with the dog upon its change of owner-
