holiday Saturday or optional business day may, at the option of the
holder thereof, be payable and presentable for acceptance or payment
on such half-holiday Saturday before twelve o'clock noon or on such
optional business day, as the case may be
; provided, further, that for
the purpose of protesting or otherwise holding liable any party to
any such check or paper payable at sight, or on demand, presentable
for payment on any half-holiday Saturday or optional business day,
and which shall have been presented and dishonored on such half-
holiday Saturday or optional business day, notice of protest and
dishonor thereof may be given on the next succeeding secular or
business day; and provided further, that whenever any person shall
receive for collection any bill of exchange, bank check, draft or
promissory note due and presentable for acceptance or payment on
any half-holiday Saturday or optional business day, such person shall
not be deemed guilty of any neglect or omission of duty, or incur any
liability in not presenting for payment or acceptance, or collecting
such bill of exchange, bank check, draft or promissory note on that
day; and provided further that in construing this section, (a) the
term "optional business day" shall mean every holiday on which,
under Section 11A of this Article, the banking institution shall have
elected to remain open for business, and (b)
every half-holiday
Saturday shall, until twelve o'clock noon, be deemed as a secular or
business day [, provided, however, that]. The provisions of this
section in so far as they relate to Saturdays shall not apply to Balti-
moro, Caroline, Howard and Talbot Counties.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 182
(Senate Bill 171)

AN ACT to repeal and re-enact, with amendments, Section 66 of
Article 81 of the Annotated Code of Maryland (1954 Supple-
ment), title "Revenue and Taxes", sub-title "Collectors and Col-
lections", relating to the revocation of the power of the Board of
Municipal and Zoning Appeals in Baltimore City to decrease or
abate assessments after the date of finality for any year.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 66 of Article 81 of the Annotated Code of Maryland
(1954 Supplement), title "Revenue and Taxes", sub-title "Collectors
and Collections", be and the same is hereby repealed and re-enacted,
with amendments, to read as follows:

66. Allowances for Insolvencies, Removals and Refunds; De-
creases in Assessments After Date of Finality. The county com-
