Provided, however, that beginning with the school year [1955-
1956] 1957-1958, for the purpose of the calculation of payments to
be made to the board of education of any county or the mayor and
city council of the city of Baltimore under the Equalization Fund
formula as used by the State Department of Education, as well as
for the purposes of the actual minimum salaries required to be paid
hereunder, the State minimum salary schedule for the basis of such
calculation for every teacher, with a degree, shall be according to
the following schedule:
