To the Clerk of the Court of Appeals of Maryland:

I, CLAUDE B. HELLMANN, SECRETARY OF STATE OF THE STATE OF
Maryland, Do certify from records contained in the Maryland Manual
of 1938, page 342, that Chapter 117 of the Acts of 1937, was voted
upon by the voters of the Fifth Election District of Anne Arundel
County, in the General Election of 1938, and 1,935 votes were cast
for the adoption of Chapter 117 of the Acts of 1937 and 694 votes
were cast against the adoption thereof, therefore, Chapter 117 of
the Acts of 1937 was ratified by the voters of the Fifth Election Dis-
trict of Anne Arundel County.

IN TESTIMONY WHEREOF, I have hereunto set my hand and
