When the Baltimore and Ohio rail road

company shall except a mortgage of their

real and personal estate, road or roads,

tolls and revenues, as security for the

payment of the principal and interest

to the mayor and city council of, com-

missioners of finance of, to issue certi-

ficates of stock, redeemable 1st January,

1890, interest payable quarterly on first

day January, April, July and October,
