metes and bounds, by streets, lanes and alleys of each of
said wards, and designate the same by numbers, from num-
ber one to number twenty inclusive, commencing with the
numbers east of Jones's Falls, one of said returns to be
deposited in the office of the register of the city, and the
other in the office of the clerk of Baltimore county, to be
by them recorded, and the register of the city shall cause
said return to be published in two of the daily newspapers
of the city for the space of one month within two months
after the same shall be deposited in his office; and the said
commissioners, before they make the returns aforesaid, to
the office of the register of the city and clerk of the coun-
ty court, shall make oath or affirmation according to law
before a justice of the peace, who shall certify the same
on said returns, that they have faithfully, and to the best
of their knowledge and ability, performed the duties im-

posed upon them by the provisions of this act.
SEC. 3. And be it enacted, That at the election to be
held for members of the first and second branches of the
City Council of Baltimore in October, one thousand eight
hundred and forty-five, and at every subsequent election,
there shall be elected one member to the first branch of
the City Council from each of said wards, and one mem-
ber from every two wards, contiguous to each other to
the second branch of the City Council, whose qualifications
shall be the same as are now prescribed by acts of the
General Assembly of Maryland, and ordinances of the
Mayor and City Council of Baltimore; and the said elec-
tions shall be held under, and be subject to the laws of the
State and ordinances of the city relating to elections; and
the commissioners appointed under this act shall be, and
they are hereby authorised, empowered and directed to
make a classification of the wards, which shall be jointly
entitled to elect a member of the second branch of the
City Council.

SEC. 4. And be it enacted, That the first fifteen of said
wards, beginning with number one to number fifteen in-
clusive, shall constitute the fourth Congressional district,
and the remaining five wards, Baltimore county, Howard
District in Anne Arundel county and Carroll county, shall
constitute the third Congressional district of the State of
Maryland.

SEC. 5. And be it enacted, That the said commissioners
shall each receive a compensation of two dollars per day
for each and every day they may be engaged in the dis-
charge of the duties required to be performed under this
act; and it shall be the duty of the Mayor and City Coun-
cil of Baltimore, to make provision for the payment of the
