the Garrett County Memorial Hospital be and it is hereby
approved and ratified.
SEC. 3. And be it further enacted, That for the pur-
pose of operating the Garrett County Memorial Hospital
there is hereby created a Board of Governors which shall
consist of the County Commissioners of Garrett County
and eight other persons, as follows: two persons residing
in Garrett County, one of whom shall be selected by the
Board of Directors of each of the two Oakland banks and
shall serve for the period of one year only unless again
selected; the President of the Town Council of Oakland;
Mrs. Lorilla F. Tower or upon her death, resignation or
failure to act the President of the Garrett County Chapter
of the American Red Cross; one person to be elected by
the Garrett County Medical Association, if there be such,
or upon its failure to function or to act in the premises
then by the Medical Staff of the hospital, the term of such
person so elected to be for the period of one year only
unless re-elected; and three members to be selected and
appointed by the County Commissioners of Garrett County,
one from each of the three County Commissioner Districts
of said county, who shall also serve for the period of one
year only unless re-appointed. The terms of all of the
above appointive members of the board shall begin on the
first day of July, 1953. The terms of the County Commis-
sioners of Garrett County, of the President of the Town
Council of Oakland and the President of the Garrett
County Chapter of the American Red Cross, as ex officio
members, shall be co-extensive with their respective terms
of office and no longer.
The Board of Governors shall have the power by major-
ity vote of all the members of the Board, for cause, at any
regular meeting, after not less than one week's notice to
such member, to expel an appointed member, and in the
event of a vacancy caused by death, resignation, expulsion
or removal from Garrett County of any member who holds
office by appointment, selection or election as aforesaid
and upon the failure of the proper selecting body to fill
such vacancy for a period of thirty days, the Board of
Governors shall have the power to fill such vacancy.
The Board shall hold its first meeting on the call of the
President of the County Commissioners of Garrett County
and shall elect from among its members a Chairman and
Vice-Chairman. The Board shall also elect a secretary,
treasurer and such other officers as it may determine. The
board shall meet at least once each month and at such other
times as it shall determine, or when called by the Chairman.
