Dear Mr. Speaker:

House Bill No. 912 would establish a People's Court in
Baltimore County. At the request of the Senator from
Baltimore County, I withheld action on this bill until he and
the members of the Baltimore County Delegation had an
opportunity to review the provisions of this bill with the
Baltimore County Bar Association. I am now advised that
it is felt that the matter should be the subject of further
study, in view of certain deficiencies in the bill, not originally
apparent.

I agree that the bill requires revision from its present
form, and I am therefore returning it herewith as vetoed.
