(b) Any person found guilty of using or attempting to
use a gig shall be deemed guilty of a misdemeanor and shall
be fined not less than Twenty-five Dollars ($25.00) nor
more than Fifty Dollars ($50.00) for each violation and in
addition shall be fined [One Dollar ($1.00J Five Dollars
($5.00)
for each fish so taken.

(c) It shall be lawful to use a dip or landing net or seine
net or seine not over six feet in length nor greater than
three feet in depth for the taking of bait fish only.

(d) It shall be unlawful for any person who is not a bona
fide resident of Maryland to fish in the non-tidal waters of
this State with nets of any description.

(e) It shall be unlawful to engage in the practice of
snagging fish by means of hooks.

(f) Provided, however, that nothing in this section shall
be construed to prohibit the construction of dams com-
monly known as "fish pots," in the waters of Washington
County generally known as Conococheague Creek and Lick-
ing Creek, but in no other waters of said county. In the con-
struction of any such fish pot, necessary portable slats, tilts,
slides or escapes shall be installed tvhich shall remain open
when such fish pot is not attended or in use. It shall be un-
lawful for any person to take bass from any fish pots by any
means and anyone taking bass in violation of this provision
shall be guilty of a misdemeanor and upon conviction there-
of shall be fined not less than Twenty-five Dollars ($25.00)
nor more than Fifty Dollars ($50.00).

Sec. 2. And be it further enacted, That this Act shall
take effect June 1, 1951.

This bill was passed at the 1951 session of the General
Assembly and was vetoed by the Governor on April 27,
1951. Under Section 17, Article 2 of the State Constitution,
as amended by Chapter 714 of the Acts of 1949, bills vetoed
after adjournment of the Legislature must be returned by
the Governor to the next regular or special session of the
Legislature. This bill was passed by the House of Dele-
gates, notwithstanding the objections of the Governor, by
a vote of 95 to 24 on February 7, 1952, and by the Senate
by a vote of 26 to 0 on February 8, 1952. Under the Con-
stitution, this Act will become effective June 1, 1952.
