Subject: AUTHORIZING MAYOR AND CITY COUNCIL OF BAL-
TIMORE TO ISSUE CERTIFICATES OF INDEBTEDNESS NOT EX-
CEEDING $6,000,000, TO BE USED FOR ACQUISITION OF LAND
FOR PURPOSE OF CONSTRUCTING A MODERN CIVIC CENTER,
