nothing contained in this Sub-section (37) shall be construed
to authorize the exercise of any powers in excess of those con-
ferred by the Legislature upon said City, as set forth in Article
XIA of said Constitution; and expressly provided, further,
that nothing herein contained shall give to the City or to the
inhabitants thereof the right to initiate any legislation, laws
or ordinances relating to the classification and taxation of real
and personal property within the limits of said city.
The powers heretofore or hereafter granted to the City not
included in Section 6 of its Charter shall, nevertheless, be
exercisable by said City. Nothing contained in this Sub-section
(37) shall be construed to take away or limit any power vested
in the City, under the laws existing prior to the passage of
this Act, at the 1945 Session of the General Assembly of Mary-
land.
SEC. 2. And Toe it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 549.
(House Bill 13)
AN ACT to repeal and re-enact with amendments Section 106
of Article 48A of the Annotated Code of Maryland (1939
Edition), title "Insurance", sub-title "Life, Health and Ac-
cident Insurance", relating to the approval of life, group
life, accident and health, group or blanket accident and
health, hospitalization, non-cancellable disability, and an-
nuity or pure endowment contracts or policies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 106 of Article 48A of the Annotated Code
of Maryland (1939 Edition), title "Insurance", sub-title "Life,
Accident and Health Insurance", be and the same is hereby
repealed and re-enacted with amendments to read as follows:
106. (1) (Approval of Policy Forms. ) No policy of life
insurance, industrial life insurance, group life insurance, acci-
dents or health insurance, hospitalization insurance, group or
blanket accident or health insurance or non-cancellable dis-
ability insurance, and no annuity or pure endowment contract,
or group annuity contract shall be issued or delivered in this
State unless a copy of the form thereof shall have been filed
