SENATE JOURNAL

EXTRAORDINARY SESSION

ANNAPOLIS, MD., Thursday, July 27, 1950.

STATE OF MARYLAND, TO WIT :

Thursday, the twenty-seventh day of July, in the year nineteen
hundred and fifty, at 12:00 o'clock noon, being the day appointed
by the Proclamation of the Governor of Maryland for the meeting
of the General Assembly of Maryland in Special Session, the Senate
was called to order by the Secretary of the Senate.

The following Senators answered to their names:

Messrs.—

Byrnes, Bailey, Balch, Barton, Beck, Carter, Della, Fraley, Goldstein,
Hoff, Hofferbert, Johnson, Guy, Johnson, T. F., Kimble, McAllister, Mc-
Laughlin, Monroe, O'Neill, Phoebus, Shallcross, Sothoron, Storm, Stromberg,
Stromeyer, Thomas, Turnbull, White. Total—27

Twenty-seven Senators having answered to their names, and a
quorum being present, the Senate of Maryland (Special Session
of July 27th, 1950) is now ready for the transaction of business.

Prayer was offered by Senator Phoebus.

The Hon. Joseph R. Byrnes was unanimously nominated and
elected as President of the Senate.

The Hon. Joseph R. Byrnes, being elected President, was escorted
to the chair.

MESSAGE FROM THE EXECUTIVE

The Secretary of State appeared and delivered the following
message:

EXECUTIVE DEPARTMENT.

ANNAPOLIS, MD., July 26, 1950.
Honorable Joseph R. Byrnes,
President of the Senate,
State House,
Annapolis, Maryland.

Dear Mr. President:

I beg to transmit herewith Proclamation convening the General
Assembly of Maryland in Extraordinary Session at Annapolis,
