of the County to collect such amounts. Such levy and each
item thereof shall, in all respects, be treated as the front foot
benefit charge is now regulated by law, enforceable by sale, and
with the same penalties and discounts. The County Commis-
sioners of the respective Counties are hereby authorized and
directed to levy an ad valorem tax on all of the assessable
property within the respective Counties for any amount in
any one year, necessary to meet the principal and interest of
the outstanding drainage district bonds, in the event said levy
by the said Commission, and collection of the amount so levied,
is insufficient. \

SEC. 7. And be it further enacted, That the Commission
shall have the right to contract with the Government of the
United States or any of its agencies for any gift, advance or
loan which, in the opinion of said Commission may be advan-
tageous in the construction of any project under this Act.

SEC. 8. And be it further enacted, That any Act of the
General Assembly of Maryland or any ordinance or regulation
of any incorporated town, special taxing district, or taxing
area, inconsistent with the provisions of this Act are hereby
repealed or modified to the extent of such inconsistency.

No drainage plan, system or design shall be adopted, or any
drainage system constructed, except for the protection of an
individual's home, by any person, firm, corporation or munici-
pality, unless such plan or design has been approved by the
Washington Suburban Sanitary Commission.

SEC. 9. And be it further enacted, That this Act shall take
effect June 1, 1943.

AN ACT to repeal and re-enact, with amendments, Section
946 of Article 4 of the Code of Public Local Laws of Mary-
land and Baltimore City Charter (1938 Edition), title
"Baltimore City", sub-title "Special Fund", relating to the
retirement of officers of police, policemen, detectives, clerks
and turnkeys of the Police Department of Baltimore City.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 946 of Article 4 of the Code of Public Local
