vided further that no such appointment shall be made for a
period exceeding ninety days.

An appointing authority or any officer authorized by an
. appointing authority may, to prevent the stoppage of the pub-
lic business when an emergency arises and time will not per-
mit of the securing of the consent of the Commissioner and the
appointment by him of a person, appoint any qualified person
during the emergency for a period not exceeding sixty days.
Persons thus appointed shall be known as emergency em-
ployees. Prompt report shall be made to the Commissioner of
emergency appointments and such appointments shall not be
renewed. Provided, however, that for the duration of the
present war and for six months after the termination thereof,
the State Employment Commissioner shall, in his discretion,
extend the period of emergency employment when the positions
cannot otherwise be filled; no person so employed shall be
eligible for membership in the State Employees7 Retirement
System but shall be entitled to the benefits of the Workmen's
Compensation Laws.

SEC. 2. And be it further enacted, That this Act shall take
<effect June 1, 1943.

CHAPTER 31.
(Senate Bill 13)

AN ACT to provide for mailing to the Alien Property Cus-
todian of the United States a copy of any process or notice
of any proceeding of any kind involving property, in which
service of process or notice by publication is required to be
made upon or given to a person who is a non-resident of
Maryland and is to be found in an enemy-country or an
enemy-occupied territory.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in any action, proceeding or suit, now or hereafter
pending, respectively, before any board, commission or other
administrative body or in any court, in which property having
a legal situs within this State or any interest therein is in-
volved and in which service of process is required to be made
upon or notice by publication thereof given to any person who
is in a designated enemy-country or enemy-occupied territory,
there shall forthwith be sent by registered mail by the appli-
