same seniority and doing the same kind of work in the public
school system of Allegany County are receiving, and, if he has
not withdrawn any part of his actual contributions, he shall
be restored to the status in the Teachers Retirement System
held by him at the time he entered such military service, just
as though his employment had not been interrupted.

SEC. 2. And T)e it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 998.
(House Bill 780)

AN ACT to add a new section to Article 3 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Bal-
timore County", sub-title "County Treasurer", said new sec-
tion to be known as Section 170A, and to follow immedi-
ately after Section 170 of said Article, providing that the
County Treasurer may provide for the issuance of lien
certificates.

SECTION 1. Be it enacted Toy tine General Assembly of Mary-
land, That a new section be and it is hereby added to Article
3 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Baltimore County", sub-title "County Treasurer",
said new section to be known as Section 170A, to follow im-
mediately after Section 170 of said Article, and to read as
follows:

170A. The County Treasurer shall have full power and
authority to provide for the issuance of a lien certificate stat-
ing whether any, and, if so, what, county charges or assess-
ments exist against any particular property, and for making
a charge of not exceeding one dollar (f 1. 00) for each such
certificate. Said certificate shall show all charges and assess-
ments of every character due the County Commissioners of
Baltimore County, including State and County taxes, benefit
assessments and other charges, all of which said charges and
