penalty, forfeiture or liability incurred hereunder prior to the
date of such expiration, repeal or termination, and this Act
shall be treated as remaining in full force and effect for the
purpose of sustaining. any and all prior actions, suits, pro-
ceedings or prosecutions, civil or criminal, for the enforcement
of such penalty, forfeiture or liability.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 774.
(Senate Bill 250)

AN ACT to repeal and re-enact with amendments, Section
"16A of Article 101 of the Annotated Code of Maryland
(1939 Edition), title "Workmen's Compensation", sub-
title "State Accident Fund", as said Section was amended
by Chapter 504 of the Acts of the General Assembly
of 1941, providing for the appointment of five Commis-
sioners to administer the State Accident Fund, prescrib-
ing their powers and duties and fixing their compensa-
tion.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 16A of Article 101 of the Anno-
tated Code of Maryland (1939 Edition), title "Workmen's
Compensation", sub-title "State Accident Fund", as said
Section was amended by Chapter 504 of the Acts of the
General Assembly of 1941, be and the same is hereby re-
pealed and re-enacted with amendments so as to read as
follows:

16A. There is hereby created an agency of the State to
be known as the "Commissioners of the State Accident
Fund", to be composed of five Commissioners appointed
by the Governor, with the powers and duties hereinafter
prescribed. The Commissioners shall be selected from
among the employers, employees or other citizens of the
