I have today, upon the recommendation of the Eepublican State
Central Committee from Washington County, appointed the Hon.
Jacob B. Berkson as a member of the House of Delegates to fill the
unexpired term of the late Simon L. Downey.

The Speaker pro-tem administered the oath of office to Mr. Jacob
B. Berkson as a member of the House of Delegates.
The Speaker pro-tem next called for nominations for the office
of Speaker of the House of Delegates for the Special Session of
November 10, 1950.
Whereupon, Mr. Pumphrey, of Prince George's County, nomi-
nated Mr. C. Ferdinand Sybert, of Howard County, which nomina-
tion was seconded by Mr. Melnicove of Baltimore City.
