and assistance of agricultural fairs and exhibits. For this
purpose the Board shall allocate, distribute and expend
any funds appropriated to it in the Budget, for the pay-
ment of premium awards, promotional and educational
activities, or otherwise, either in connection with a bona
fide agricultural fair or exhibit, as determined by the
Board, or in connection with one State fair each year, as
designated by the Board. The Board shall distribute Five
Thousand Dollars ($5, 000. 00) each year to the Cumber-
land Fair Association, Inc., but shall not distribute any
other funds to any Fair Association holding a license from
the Maryland Racing Commission, unless such license is
designated by the Board to hold a State Fair, nor shall
the Board distribute any funds to any other Fair Associa-
tion which, during its preceding fiscal year, paid dividends
or distributed profits to its stockholders or members. The
Board shall have the power to require statements and
reports from Fair Associations, and to inspect and audit
their books, in order to give effect to this provision.
SEC. 3. And be it further enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 515.
(Senate Bill 329)
AN ACT to repeal and re-enact with amendments Section
93 of Article 77 of the Annotated Code of Maryland
(1939 Edition), title "Public Education", sub-title
"Chapter 8. Teacher's Certificates, Salaries and Pen-
sions", and to repeal Sections 194 and 195 of said
Article, sub-title "Chapter 18. Schools for Colored Chil-
dren", to provide for the Equalization of the salaries of
the principals and teachers in the elementary and high
schools of the State for white and colored children.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 93 of Article 77 of the Annotated
Code of Maryland (1939 Edition), title "Public Education",
sub-title "Chapter 8. Teacher's Certificates, Salaries and
Pensions", be and it is hereby repealed and re-enacted
with amendments to read as follows:
93. No teachers or principals regularly employed
in public schools in the counties of the State of Mary-
