holder of the certificate. The notices herein required shall be
served on the applicant or on the holder of such certificate by
registered mail directed to the applicant or the holder of such
certificate, as the case may be, at the place of business specified
in the application or certificate.

(k) The action of the Insurance Commissioner in refusing
to grant or renew a certificate of authority under this section,
or in revoking or suspending such a certificate shall be sub-
ject to review by the Superior Court of Baltimore City, at the
instance of the applicant for such certificate, or the holder
of a certificate so revoked or suspended provided that pro-
ceedings for such review are initiated within sixty days after
the date of the notice of rejection, revocation or suspension
hereinabove required.

(1) This section shall not apply to an agent or employee
of an underwriter by whom a policy of insurance against loss
or damage by fire or allied coverage shall have been written
upon property within this State, in adjusting loss or damage
under such policy nor to a broker acting as adjuster without
compensation for a client for whom he is acting as broker. Nor
shall this section apply to attorneys-at-law who are not
regularly engaged in the services authorized by this section to
be performed by public adjusters and who do not hold them-
selves out by sign, advertisement or otherwise as offering such
services to the general public.

(m) The State Insurance Commissioner shall issue a public
adjuster's certificate without examination to any person who
has resided in the State of Maryland and who has had an office
and practiced public adjusting in the State of Maryland for a
period of two years, or to any person who has practiced public
adjusting in the State of Maryland in the employment of
another public adjuster for a period of two years prior to the
enactment of this Act.

(n) The State Insurance Commissioner shall issue a public
adjuster solicitor's certificate to any person in the employ-
ment of a public adjuster without examination, provided said
application is made by a person, partnership, association or
corporation engaged in the public adjusting business.

(o) Any person, partnership, association or corporation
who, or which, shall have received from the State Insurance
Commissioner a public adjuster's certificate of his qualifica-
tion to practice as a public adjuster, shall be styled and be
known as a "Certified Public Adjuster".

(p) Any person, partnership, association or corporation
violating any of the provisions of this section shall be deemed
to be guilty of a misdemeanor and shall be subject to a fine
of not less than twenty-five dollars, nor more than five hun-
dred dollars for each offense.
