life refuges, open development areas and other ways, grounds
and open spaces, the general location of public, including fed-
eral, buildings and other public properties, the general loca-
tion and extent of public utilities and terminals, whether pub-
lic or privately owned or operated, for light, transportation,
communication, power and other purposes, the preservation
and development of forests and natural scenery, the general
location and extent of water conservation works, the general
location and extent of housing and community projects and
developments, a zoning plan for the regulation of the height,
area, bulk, location and uses of buildings and the uses of land,
and other factors of urban, suburban, rural and regional
planning.

As the work of making the general plan progresses, the
Commission may, from time to time, adopt a part or parts
thereof, any such part to cover one or more sections of the
District or one or more of the aforesaid or other functional
subjects—matter to be included in the plan. Before adopting
the plan or any part thereof or any extension or amendment
thereof or addition thereto, the Commission shall hold at least
one public hearing thereon, thirty days notice of the time
and place of which shall be given by one publication in a
newspaper or newspapers of general circulation in the Dis-
trict. The adoption of the plan or any part thereof or amend-
ment, or extension or addition thereto shall be by resolution
of the Commission carried by the affirmative votes of not less
than four members of the Commission of whom not less than
two members shall be from Montgomery County and not less
than two members from Prince Georges County. The reso-
lution shall refer expressly to the maps and descriptive and
other matter intended by the Commission to form the whole
or part of the plan, and the action taken shall be recorded on
the map, plan or descriptive matter by the identifying sig-
nature of the chairman and secretary of the Commission. An
attested copy of the plan or any part thereof or any amend-
ment or extension or addition thereto shall be certified by
the Commission to and filed with the Clerk of the Circuit
Court of each of Montgomery and Prince Georges Counties.

SEC. 5. And be it further enacted, That the making of the
general plan, including its parts, amendments, extensions or
additions, the protection of and the carrying out of the plan,,
and the exercise of the planning, platting, zoning, subdivision
control and all other powers granted in this Act to the Com-
mission or to the Boards of County Commissioners of Mont-
gomery and Prince Georges Counties shall be with the
purposes of guiding and accomplishing a coordinated, com-
prehensive, adjusted and systematic development of the Dis-
