exhibitions of every kind; to license or tax the erection of
poles and use thereof by telephone, telegraph, electric light or
other companies; to license all billiard, pool and bagatelle
tables kept for public use; to provide for the killing of dogs
going at large unlicensed; and generally, in addition to the
powers to license hereinbefore particularly enumerated, to have
the same power which the State of Maryland has to license,
tax and regulate all trades, business avocations and professions
conducted or carried on within the corporate limits of West-
minster, and to have and exercise within said corporate limits
all the power commonly known as the Police Power, to the same
extent as the State of Maryland has, or could exercise said
power within said limits; and they may pass all ordinances
necessary from time to time to carry out the foregoing provi-
sions, and enforce the observance of such ordinances by reason-
able fines and penalties, not exceeding one hundred dollars in
any one case, and in addition thereto1 they may provide for
the imprisonment of the offender for a period not exceeding
sixty days, or until the fine be paid; provided that no greater
sum than one hundred dollars be charged for any one license.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 45.
AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County, " sub-title "Funkstown, " said new sec-
tion to be known as Section 222A and to follow immediately
after Section 222 of said Article, making the rates or charges
for the use of water liens upon the property served by said
water and providing for the collection of same.
Section 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
